Yes, at the moment
Wales is a principality of England so if someone moves to England they would complete the Re-conveyance paperwork.
If staying in Wales
Just slightly adapt the documentation ie put the Welsh county you are on the documents as appropriate.

Wales would have their own county assemblies, but the decision as to whether Wales wishes to join The English Federation lies with the people.
The decision would be made by the people of England and Wales.
