You have to do 528 first, and it always needs to be done.
You can do the 928 pack at the same time however.
(There is no need to do more than 528's, If you are not holding office and not challenging paperwork etc.)
Note the 928's are required; if you are assisting in a role on TECA see FAQ 075 and want to do 'lawful challenges.'
Forms should go in sequence when recording and sending to foreign secretary 'etal'
